| Eligibility Route 1: Officers from Central/State Govt./PSUs/Autonomous Bodies | Must hold an analogous post in Level-12 on a regular basis OR have 5 years of regular service in Level-11, along with essential qualifications and experience as prescribed. |
| Eligibility Route 2: Officers from State Public Works Departments | Must possess a Bachelor's Degree in Civil Engineering AND must be an Executive Engineer with 5 years’ regular service OR have 10 years’ experience as AE/AEE/SDE and above on a regular basis. |
| Experience Requirement | Out of the total service, a minimum of 06 years’ experience must be in implementation of infrastructure projects related to Highways, Roads, or Bridges. |
